40m band expaned for VU (India)
VU (India) Amateur Radio operators are now authorized to use 7.00 to 7.20 MHz (previously it used to be 7.00 to 7.10 MHz). Here is an extract of a message from ARSI (Amateur Radio Society of India which represents India in IARU) :

"I spoke to WPC just now and they have confirmed that the extra bandwidth has been officially released to VU radio amateurs based on the petitions given
by ARSI on 15 April 2009, soon after the band was to be released as per
agreement inWRC2003 The notification will appear on the WPC webpage shortly VU hams can now officially use that extra band width

They have also confirmed that the other requests made by ARSI regarding 10
MHz and 50 MHz are also under consideration, so please wait for further news

SKYWARN Recognition Day December 4 & 5
SKYWARN Recognition Day event will be held at the Wakefield WFO from 8 PM Friday, December 4 through 8 PM Saturday, December 5. Unlike last year, we plan to be on the air for the entire 24 hour period, and we invite you and your friends to come out and operate! Refreshments will be available around the clock.

We will be running SSB (and possibly PSK31) between 80 and 10 meters, and will also be available for simplex and repeater contacts, including Echolink and IRLP, on 2m and 70cm.

If you've never been to the Wakefield WFO and want to come hang out for a few hours, you are welcome to come down, but you must pre-register for a time slot to ensure we can fit you in (literally... it's a tight squeeze in our little corner of the office!)

Also, if you've never operated HF or have never run any of the digital modes, we will have control operators present during the entire event to walk you through it. Manassas Virginia City council considers ending BPL Internet service
If Manassas Councilman Jonathan L. Way had his druthers, he'd shut down the city's low-cost Internet service as soon as possible, because it's costing the city more than $100,000 a year.

In 2003, the city introduced broadband over power lines, or BPL, to bring low-cost Internet access to city residents. Since then, the city has spent $1.6 million on the project, Way said.

The service has continued to shed customers while expenses have continued to rise.

"I think we need to get out of BPL forthwith," Way said Tuesday at a city council special meeting. "It's not a good product. The whole business is not financially sound and it never has been."

Forecasts by the utilities commission show that the service is likely to lose between $100,771 and $171,353, or an average of $151,825 each year over the next nine years.

Way said that's money the city could ill afford to lose. He said the service "should go and be over and done with."

More Radio Piracy on the High Seas

Visit the home of another real pirate radio station, Radio London.
Pirate radio must be near and dear to our ham radio hearts because last week's column on that topic received many positive responses.

David Sparvell, G4FTC, had a lot to add to the story: "In Britain, the North Sea pirates still hold a special place in our psyche even though it is now more than 40 years since the legislation which effectively outlawed them came law (Radio Caroline was the only station to continue broadcasting, all the other stations shut down). Even one of the BBC stations has a week every year dedicated to the North Sea pirates where they actually set up a studio in a North Sea lightship and broadcast from it. As you correctly point out, the UK release, The Boat that Rocked got mixed reviews -- it is very loosely based on the story of Radio Caroline, and although the movie was written by Richard Curtis (the same writer for Four Weddings and a Funeral and Notting Hill), it definitely wouldn't be classed as one of his most memorable movies. I think that Richard Curtis may well hope that the movie would quietly sink below the waves of the North Sea.

"You mentioned Neil Diamond's Sweet Caroline. The record that was played by Radio Caroline almost as a signature tune was Caroline by The Fortunes. Another record used as a jingle by the ship was Caroline by Roy Hastings.

"Another fact that you may well find amazing is that at their peak, the pirates had an audience of about 25 million listeners, i.e., one person in two in the whole UK population -- add that to the listeners in Holland and Belgium and you get an idea of how popular they were. Therefore, in the eyes of the law, half of the UK population was criminals!

"If you're interested in the real story, get a copy of The Radio Caroline Story: The Story of the Pirate Radio Station on CD. Note that Radio Caroline was not the biggest of the pirates in terms of listeners; that was Radio London. The actual Radio London ship appeared in a movie called Dateline Diamonds.

Sunspot activity seems to be increasing steadily of late. Daily
sunspot numbers for November 5-19 were 15, 16, 11, 0, 14, 13, 11,
11, 0, 0, 11, 12, 0, 29 and 30.

Sunspot 1029 made its trip around the Sun and has re-emerged as
sunspot 1032, and a new sunspot 1033 has come over the eastern limb.
This steady appearance of sunspots has raised the MUF over many
paths, and 15 meters is beginning to open regularly.

In the Southern Hemisphere, which gets more solar radiation this
time of year, you can see a pronounced effect on the foF2 reading in
the afternoon (local time is UTC+6.5 hours) on the web site
http://www.swpc.noaa.gov/ftpdir/lists/iono_day/Cocos_Is_iono.txt.

This is a measurement taken with an ionospheric sounder on
Cocos-Keeling Islands in the Indian Ocean, 12.5 degrees South
latitude and 96.8 degrees East longitude. The instrument sweeps a
radio signal across the HF spectrum, beamed straight up to the
ionosphere overhead, and it measures the strength of the signal
bouncing back to determine optimum frequency. You can see during
mid-day foF2 is going above 10 MHz.

Of course, your results may vary. The effect was pronounced from
0600-1400z on November 19, and not quite as enhanced on November 20,
0700-1000z. Unfortunately, these ionosonde records don't go back but
a day or two. You will see less effect this time of year in the
Northern Hemisphere, as seen at a record of ionosonde data in Italy
on the http://www.swpc.noaa.gov/ftpdir/lists/iono_day/Rome_iono.txt
site. On the
http://www.swpc.noaa.gov/ftpdir/lists/iono_day/Chilton_iono.txt site
see similar data taken in the UK.

At http://www.swpc.noaa.gov/ftpdir/lists/iono_day you can check a
list of links for 68 different locations, but some of them seem
inactive. For instance, after months of checking, I have never seen
a bit of ionosonde data from Eglin Air Force Base in Florida, in the
file "Eglin_iono.txt."

Another interesting tool to see varying MUF around the world,
updated every five minutes, is at,
http://www.spacew.com/www/realtime.php. The contour lines show the
MUF over that particular area. During the day recently some areas
over Africa are going above 30 MHz.

This weekend is the ARRL SSB Sweepstakes Contest, and conditions are
expected to be good for this popular domestic operating event. There
is a possibility of some disturbance from unsettled geomagnetic
conditions, possibly peaking on Saturday. Predicted planetary A
index for November 20-24 is 10, 15, 10, 6 and 5. Possible mild
disturbance on Saturday would be from a wind stream from a coronal
hole that currently faces Earth.

Predicted solar flux for the near term is 78 for November 20-21, 80
for November 22-26, and 70 on into early December.

Sunspot numbers for November 12 through 18 were 11, 0, 0, 11, 12, 0,
and 29 with a mean of 9. 10.7 cm flux was 73.2, 74.1, 74.8, 75.1,
76.2, 77.2, and 76.1 with a mean of 75.2. Estimated planetary A
indices were 1, 2, 5, 4, 1, 1 and 2 with a mean of 2.3. Estimated
mid-latitude A indices were 0, 2, 3, 3, 0, 0 and 2 with a mean of
1.4.

FIREBALLS AND METEORS: As forecasters predicted, the Leonid meteor shower peaked during the late hours of Nov. 17th, favoring sky watchers in Asia with an outburst of 100+ meteors per hour. Just as the outburst was dying down, an even bigger event took place over the western USA. Something hit Earth's atmosphere and exploded with an energy equivalent of 0.5 to 1 kiloton of TNT. Witnesses in Colorado, Utah, Idaho and elsewhere say the fireball "turned night into day" and "shook the ground" when it exploded just after midnight Mountain Standard Time. Researchers who are analyzing infrasound recordings of the blast say the fireball was not a Leonid. It was probably a small asteroid, now scattered in fragments across the countryside. Efforts are underway to measure the trajectory of the asteroid and guide meteorite recovery efforts.

MARCONI RADIO CLUB OF NEWFOUNDLAND INC.

The 6 metre beacon (VO1ZA) operates on the campus of Memorial University and was designed and installed by members of the MUN ARC in June of 1990. It operates on a frequency of 50.0400 MHz (space) 50.0395 MHz (mark) FSK CW with 1.5 watts output to a 0.27 wave gamma fed vertical (omni). The beacon is maintained by the Marconi Radio Club of Newfoundland. Following an electrical storm, the beacon was off the air for several days. Service was restored on 1500 UTC 5 September 2005.

A 2 metre CW transatlantic beacon is operating on 144.400 MHz,+-0.5 kHz transmitting with an ERP of 2.2 kW and beaming 60 degrees.

A 2 metre FM beacon transmitts audio Morse on 146.31 MHz. This beacon has been on the air since 14 September 1986 and has been used to study seasonal variability in local VHF propagation. It also serves as a bench mark for repeater antenna receiving performance in the region.

A long wave beacon is in operation on 137.7770 kHz
